Aloha! We help Oʻahu homeowners and contractors prepare applications, organize supporting documents and coordinate residential and commercial building permits.
BUILDING PERMIT COORDINATION — $1,500 FLAT FEE
For outside clients: one building-permit application, including all required departmental reviews. The fee does not increase when another department reviews your plans. No custom quote is required for this package.
WHAT IS INCLUDED
Application preparation, agreed supporting forms, CivCheck application preparation, HNL Build submission assistance, departmental tracking, reviewer communications and coordination of revised documents. Your designer handles technical design and drawing revisions.
Includes up to 3 coordinated resubmission rounds for the original scope. A round means one consolidated resubmission, not each department’s review. Additional rounds start at $150.
PAYMENT
Pay a $750 deposit to begin. The remaining $750 is due upon permit approval, before delivery of the permit and approved documents.
CONTRACTOR DISCOUNT PRICING

CivCheck report — $59 per submission
We prepare a report to help you complete the CivCheck information in the Department of Planning and Permitting HNL Build system. This service is for customers handling their own permit application.
Upload your current PDF plans, property address, TMK and available project details through the Client Portal so we can organize the findings for your submission.
Full plan scan and comment report — $99 per submission
Before you submit, have your plan set reviewed and receive an organized PDF comment report identifying items for your drafter or design professional to address.
Include supporting documents and earlier DPP comments, if available. CivCheck application preparation is already included in the $1,500 building-permit coordination package.
Pay below, then open Client Portal in the menu, sign in and choose Submit a Project. BPUSA LLC verifies payment or membership credits, reviews your files and emails your PDF report. Contractors can request the $249 monthly membership for 4 CivCheck reports and 2 full plan scan reports.
Additional applications and supporting services
Demolition permit — $500. Electronic application preparation and routing.
Trenching permit — $2,000 per permit. Includes application preparation and routing, plus delivery of plan sets and applications to approximately 8 agencies for utility clearances.
Grading permit — $1,000 per permit. Application preparation and routing for the agreed scope.
Revision or electrical upgrade permit — $200. Preparation of the applicable permit paperwork.
ADU pre-check application submission — $50. Completion and submission of the accessory dwelling unit pre-check application.
Affidavit or restrictive covenant — $150 per document for preparation. Recording and certification charges are paid by the client.
DPP Master Application — $100 per application. Form preparation for grading, sewer connection, trenching or park dedication, as applicable.
Appendix B ESCP form — $200. Preparation of the small-project erosion and sediment control plan form. Permitted ground disturbance over 120 square feet generally requires an ESCP, subject to Minor Development exceptions; some smaller projects also require one. Documentation depends on the project category.
ESCP coordinator service — $1,600 for up to 6 months, then $150 per month thereafter. Projects requiring an ESCP must designate a certified coordinator. This separately priced service includes coordinator setup, preconstruction inspection, monthly inspections with photographs and reports, inspector notifications, and final inspection and closeout. This package is for standard monthly-inspection projects; weekly inspections and additional visits are quoted separately.
Walk-in plan submission — $200 additional when required and included in your agreed scope.
Review follow-up and professional referrals
We organize reviewer comments and coordinate responses before resubmission. Your drafter and licensed design professionals handle drawing revisions, technical design and code corrections. We can provide referrals; you choose and hire them directly.
Government fees, applicable taxes, design fees, surveys and construction costs are separate. Trenching, SMA, grading, demolition and other permit types have separate fees and are not included in the $1,500 building-permit package. SMA and other work-intensive permits carry higher fees; their fixed fees are being finalized. ESCP Coordinator services are also separate.
The service agreement includes a $375 cancellation fee where work has started and a project is cancelled before approval under the agreement terms. Reviewing agencies determine approval and review times.
