CivCheck Report — $59 per submission
We prepare a report to assist with completing the CivCheck information in the Department of Planning and Permitting HNL Build system. This option is for customers handling their own permit submission.
Provide your current plans, property address, TMK and available project details.
Full Plan Scan and Comment Report — $99 per report
Have your plans reviewed before submitting. Receive an organized comment report identifying items for your drafter or design professional to review and correct.

HOW TO REQUEST A REPORT
Choose and pay for your report above, then open Client Portal in the menu. Create a free account or log in and choose Submit a Project to complete the project form and upload your documents.
Provide your current PDF plan set, supporting documents and earlier DPP comments. BPUSA LLC verifies payment or membership credits, reviews the materials and emails your completed PDF report for download.
CONTRACTOR REPORT MEMBERSHIP
$249 per month includes 4 CivCheck reports and 2 full plan scan and comment reports across multiple Oʻahu projects. See Client Portal for details. Routing and design services are separate.
ROUTING CLIENTS
CivCheck application preparation is included in every permit routing package, with no additional $59 charge for that included service. A standalone full plan scan report is separate unless included in your proposal.
PLAN SCAN DISCLAIMER
BPUSA LLC scans plans for potential deficiencies based on the Revised Ordinances of Honolulu (ROH), Hawaiʻi Revised Statutes (HRS), and the 2018 International Residential Code (IRC). A scan may not identify every deficiency and does not guarantee that plans fully satisfy DPP requirements, receive no further comments, or obtain permit approval. Final review and approval rest with the Department of Planning and Permitting (DPP) and other applicable agencies.
Your designer and licensed professionals remain responsible for design, drawing revisions and technical corrections. We can provide professional referrals.
